feat(plugin)!: `IUIElement` plugins must have a `release()` method (not `destroy()`) (deprecated in v3.0.0)
In v3.0, we changed our plugin interfaces so that all are factories
that return objects. We no longer call those with "new" as we did in
v2.5.
We provided backward compatibility and a deprecation warning to alert
applications to update their usage of those interfaces. However, this
compatibility shim was broken for ES6 classes, which behaved
differently than ES5 constructor functions.
This fixes the shim and adds regression tests. The tests were tricky
because we use Babel to transpile our tests, but we needed raw,
untranspiled code to define a class to test these features. So we use
eval and some associated trickery to get exactly the different kinds
of plugin registrations we intend to support. These tests are skipped
on non-ES6 browsers.

This fixes all the license headers in the main library, which corrects
the appearance of the main license in the compiled output.
It seems that the `!` in the header forces the compiler to keep it in
the output. I believe older compiler releases did this purely based
on `@license`.

Since we are getting strict about semantic versioning, we can't remove
features in v3.1. Any backward compatibility we offer will be
maintained until v4.0.
The exception is explicit IE 11 support, which will still be removed
in v3.1.
To help us follow the rules for removal, the Deprecate utility no
longer accepts a minor version argument.

We have decided to bump the major version number instead of the minor
number, based primarily on the fact that this release breaks
compatibility with our previous manifest structure.

Instead of having the "factories" use "new" to construct them, now they
will be plain functions.

This reflects changes in Google's policy on JavaScript license
headers, which should be smaller to avoid increasing the size of the
binary unnecessarily.
This also updates the company name from "Google, Inc" to "Google LLC".

This is an automated change to convert use of "function" functions
to arrow functions. This doesn't change all uses of bind() that
could be converted. This also doesn't remove all "function" functions.

The isEqualFunc and isNotEqualFunc methods in shaka.util.Functional
are no longer needed.
This removes the last two calls to isNotEqualFunc. There were no
calls to isEqualFunc. Both utility methods can now be dropped.
