For IE11, Promise and CustomEvent polyfills needed to be installed, our use of the Event constructor in EventManager tests needed to be fixed, and our DataViewReader tests needed to accept IE's version of RangeError. Change-Id: I39a4a1e00836f15cab430c040fdbf19a52762cdb
